DescriptionDepartment of Public Works is currently seeking a CCTV Technician within the Division of Environmental Storm Water Management. This position will operate the Closed-Circuit Television (CCTV) equipment to conduct inspections of the storm water piping and structures. These images will be used to evaluate the condition of the infrastructure and identify blockages and failures. This individual will assist with locating and mark underground utility structures as well as operate a Closed-Circuit Television (CCTV) system to conduct inspections of sanitary sewer and storm water systems and record images used to evaluate the condition of infrastructure and identify blockages and failures.The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.Department Hiring Salary Range: $46,589 – $51,248Essential FunctionsEssential functions:
- Operates and maintains the Closed-Circuit Television (CCTV) video inspection equipment including but not limited to “tractor” cameras and pole mounted cameras. Records video images using computers and associated software.
- Analyzes system condition based on video inspection.
- Coordinates with Engineering and Operational staff on findings.
- Develops reports and electronic work orders as necessary.
- Conducts field verification and assesses storm water utility infrastructure.
- Trouble shoots camera, video equipment, computer, and software problems. Makes minor repairs and schedules or coordinates major repairs.
- Assists ensuring compliance with the “Miss Utilities” 811 notification system. Sorts storm water infrastructure requests from the “Miss Utilities” call center, enters data into computer programs, research, and gathers information for reports, records information onto log sheets, maintains summary records, monitors expiring tickets, sends responses to the “Miss Utilities” call center and complies with state regulations. This position requires the candidate to work a mandatory rotating on-call schedule to respond to after-hour emergency markings.
- Locates underground utility structures by marking utility lines using locating equipment, construction drawings, and GIS mapping database systems.
- Creates legible log entries and rough sketches of utilities and landmarks with dimensions. Collects and processes GPS data for utility structures to coordinate with GIS Technicians to update storm water GIS mapping.
- Assists with contractor management for special engineering/CIP projects or environmental code enforcement. Monitors project status and assists with resolving problems.
- Follows all safety procedures in daily routine such as establishing Work Zone Traffic Control or entering Confined Spaces.
- Provides technical support to operational staff, meets with engineers, consults with contractors, coordinates with environmental regulatory staff, and attends meetings.
- Coordinates with others within or outside the organization. These contacts may involve similar work units or departments within the City which may be involved in decision making or providing approval or decision-making authority for purchases or projects.
- Directs snow, ice, flooding, and debris removal operations during emergency conditions.
- Responds to citizen requests, civic groups, and interdepartmental agencies. Performs duties by providing public information, receiving citizen inquires and complaints, investigating problems, developing solutions, participating in public meetings, providing status reports, attending inter and intra departmental meetings and serving on committees.
- Work requires the ability to read blueprints, technical specifications, construction specifications, contracts, technical manuals, and performance specifications.
- Work requires basic computer skills including familiarity with Microsoft Office Word, Excel, Outlook, and Internet search capability. Basic knowledge of GIS a plus.
- Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, algebra, geometry, and trigonometry.
- Work requires the ability to write logs, field notes, reports, correspondence, letters, and create and maintain various forms and e-mails.
- Requires normal hearing, peripheral vision, and depth perception to safely work in right-of-ways with high volume of vehicular traffic or on construction sites.
- Walks, stoops, climbs, lifts, traverses’ difficult terrain, construction sites and shoreline areas. Must be physically cable to carry equipment and tools without difficulty.
Education/ExperienceWork requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with at least six months of advanced study or one year of related construction or utility maintenance experience.One year of construction or utility maintenance experience.
High School diploma or GED required.Additional Information & Requirements
- Valid Driver’s License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.
- Pipeline Assessment Certification (PACP) may be required depending on assignment.
Working Hours: Monday – Friday 7:00am to 3:30 pm; 40 hours per week every week
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for new hires

- Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
- The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
